Traffic constable demanded bribe for a non-existent rule

23-Jan-2011. Guindy Flyover, Chennai. Driving from Pallavaram to Chennai city centre.
Realised I missed an exit. So was looking for a U-turn. Saw a break where Right turn was mentioned on it. (There is no mention of "No U-turn"). So I took a U-turn, only to be stopped by a traffic constable.
He said you are not allowed to take a U-turn. I said, it doesn't mention so.
He asked for vehicle papers. I had KA registration. Gave him the copies of RC book, insurance and my license. He asked where are the originals. I told him I never carry the originals for the fear of losing them.
He asked for emission certificate. I said I never had/took one. I vaguely remember reading somewhere that it was not required anymore for cars. I asked him to do as per the procedure.
He asked for Rs.500 fine. I asked for a receipt. He asked back what is the use of the receipt? Are you going to get it re-imbursed by the company? Though the real reason for asking for a receipt is to ensure the money goes to govt and not to this corrupt police constable, I told him that I get 30% tax benefits. He smiled and then asked for Rs.300 (taking away the tax benefits). I didn't have a choice now and I didn't want to mess with him any more for the fear of getting into trouble. Paid him Rs.300, smiled and drove away.
