This is Not a complain at all, I Think the bribes should be made legal,The Receiver should be able to issue the IT excemption certificate for the amount he received.
I call it Self financing scheme of Govt.
Any IAS should ideally be paid handsome salary likes of his classmates who chose to Join corporates, But since he chooses to Join Govt and serve Public, He should not be paid meagre salary , after all why should he or his familly should be penalised for serving Public.
Govt cant hike his salary becos in that case they will have increase the taxes which will effect everybody, even those who dont have anything to do with the Said IAS.
So Govt Turns the Blind eye to such thing knowing well the problem and the best solution is let the person earn his own salary by charging it to the ones those who avail his services.
Thats how its called self financing scheme of Govt of India.
So no complains, No Cries, Happy Bribing !!!!!
