Traffic police conned me

When this happend, recently the traffic violation fine was reduce from Rs 600 to Rs 100. I was not aware of this.
I was stopped for jumping a signal with no traffic lights where a Traffic Inpector was managing. It was dark and he was not wearing any high visibilty clothing. He stopped me and told me that the fine would be Rs 600. I agreed to pay it and at which point he told me that he did not have challan book and will have to confiscate my license. Then he walked away to managing traffic with my license without giving me any receipt, expecting me to follow him. He then demanded Rs 300 to let the matter go. On returning home I found from my dad that I was conned of additional Rs 200. :(
