I wanted to register the flat I had bought. The builder went through a gang of touts (basically a couple of lawyers+a few clerks) for the registration at the registrar office in Koramangala. They wanted me to pay 15K rupees as convenience fees to this gang. I asked for a receipt. They refused. Further more they threatened they'll black list the builder and me and ensure that we'll not be able to get it registered unless we paid them. Also one BDA official came through the touts told me that BDA will find at least 100 descrepancies and will make me run from pillar to post to get my flat registered. We had already spent nearly 60 lacs for the property. So my wife said, why bother, let them go to hell. lets pay the money and get the registration done. Later, one of the clerks, after being asked, told me that on an average nearly 100-200 registrations happen in a day which bring in an average 15 lacs in bribe everyday. That is nearly 3.75 crores a month!! 50% of this amount go to the touts the rest gets shared amongst all in the office (nearly 20 of them).
