Travelling back home

I was travelling back to home after my US assignment. I had my personal digital camera and laptop. The customs officer scanned my luggage and kept the bag aside. When I went to pick it, he interrogated and asked me the details of the items inside. He told that, if I charge, it would be around 400-500$ (which I am not sure whether true or not) and otherwise, I can pay him 150$ and leave off. I had around 50$ in hand which I agreed to pay. He told me to get to the ATM near by and withdraw the cash and pay him. After much bargaining(literally..it was bargaining) we ended up around 60$ which remaining I had to pull out from my reserve money. I had to hand the money over to the trolley boy he pointed, and not to him.
