I see it often on FC Road and JM Road in Pune. The parking ticket costs Rs. 5 for the first hour and then Rs. 15 later on. The personnel appointed to collect the money and hand over the ticket asks the vehicle owner to pay Rs. 10 and hands over the ticket for Rs. 5.

There are multiple problems in this situation.
1. There is no way practically the ticketing guy can monitor the duration for which the vehicle has been parked at a spot. There are no parking timers.
2. People never admit that they are going to need the space for longer duration even if they are.

In this condition, the ticketing guy has discovered his own win-win situation. He asks Rs. 10 and tells the owner to relax and come back whenever done. That way, he gets Rs. 5 extra every time. And the vehicle owner saves Rs. 10 or more.

Considering thousands of vehicles getting parked per hour, it's Rs. 5000 going unaccounted for!


Solutions that I can think of,
1. Either the rule needs to be changed to some flat amount instead of hourly rate.
or
2. There must be parking timers to count the time for which every vehicle is parked.

It doesn't sound right to pay the extra money every time nor is it practical to force the guy to watch the time just for heck of sticking to the rule!
