TTR collecting compulsory Rs.10 for traveling in Reservation compartment with valid ticket.

Hello, There is an option in Indian Railway to take an openticket and travel in reserved compartment and if there are unfilled vacancies we can occupy those seats. And this type of ticket is costlier than normal openticket(unreserved ticket), but the TTR charges Rs.10 if we occupy an unoccupied seat in the reserved compartment, saying that Rs.10 is the fee which has to payed for sitting in reservation compartment and which is not included in the ticket charge.

1. If that is the case, why should i pay more cost Rs.10 to TTR i can pay in the ticket counter ?

This always happened to me when ever i travel in the above mention manner.
