Unwritten rule in RTA,Kerala to pay bribe for any services

Fees remittance Rs 5 extra.
Accident Report Inspection = Rs 500/-
Driving Licence [ M/cy = Rs 300, A/R = Rs 300, LMV = Rs 350, HMV =1000 ]
Fitness of Vehicle = Rs 200 - 2000
Various Reports = Rs 300 - 500
Various Permits = Rs 500 - 5000
Various RC Transfers = Rs 200 - 3000

All these are praticed through AutoConsultants and a public if enters a RTA Office he is insulted from AutoConsultants to Suprent of RTA Office.

Suppose a public goes to office for transfering the autorickshaw ownership in RC to his name, he would be welcomed by autoconsultants and if he is able to avoid them to reach office , the office assistants won't mind to see his face. After lot time to attract their attention we address our issue, then he will point out that either the section clerk is leave or he had gone for a training and come next day.The nextday the same clerk may look the papers you got with you and shouts these doesn't contain relevant documents, bring all of them. Again we have to wait for his attention to explain what are those documents, meanwhile the fee remittance counter might be closed (1PM).
Next day after remitting fees , we submitt it in suprent's table for receipt which normally is not easy to get. He would act as busy and go for tea.then after repeated enquires you may find it transfered after a month.Then they wouldsay it would be end by post.we would wait for post 2,3 days again check with RTO, then suprent will come and that you didn't attached postal cover , stamp to despatch the records......
The same procedures will be done in 2days if gone through their agents.
.... till public won't protest against these practises it will continue on and on...

Note : In my lot experience there very few Asst.Motor Vehicle Inspectors who won't take bribe in their initial career.
