For urgency of passport

I was having job offer from another country so it was an urgency. I was trying to get passport as early as possible . I was sent back 4 times by passport officer .Finally I offered him a bribe he took 1000 rs from me then after he has done all my work very quickly and even he suggested me agent name through which I can get my passport very easily and quickly .
