Urgent passport apply didn't responded.

Date i have placed is approximate as i forgot exact date of incidence. I had applied for urgent passport in 2010 due to some very crucial professional reason. At the time of applying for passport I was informed that passport verification form will be send to police station in 2 days. I started chasing Police Station after 2 days. Till 5 Days i got reply that form didn't reach to Police Station. As i was losing time for particular work abroad i went to Police Station. Concern person i had ********** where my form was on his table. Which i seen and requested to complete formality for that form. To my surprise he put form in Wardrobe and replied, it didn't reached to us, you complain at passport office. I just keep on requesting then he replied, " You all are getting your work done and should we die hungry?". I requested again what i need to do? He asked for Rs. 500.00. Same amount he taken to all the people who had come for verification at Police Station. I didn't had time to dispute the matter. Hence I had paid the same. I am really ashamed on myself because of that. But yes, I am having call record of chasing the same person, time taken between receipt of Form from Passport office and Police Station and date of verification. But may be I was scared to take further action as if same way i will be responded, people around me and my family will get disturb or may be i will be declared criminal for some reason!!!
