US immigration requires a police check, India police require a bribe to do it in addition to regular "fee"

IN the process of immigration of my husband to join me his American wife in the USA and our baby we had to endure long checks and fees from America.
I lived in India 2 years and could write a book on the corruption I see there, but in this case, each person is required to show a police check from their city of residence that they are who they say they are and do not have a criminal record. Otherwise no immigration. It is as if you expect it, the need to bribe to do their job. So when I sent the money to him to do the work, I sent the extra for the bribe, in my husbands words, I need extra or they wont do it, it will sit on their desk until I pay them extra.
The way its looked at is - this is India, this is a corrupt system and there is no choice.
I could fill up your site with countless other bribes I witnessed or experienced as a foreign person shocked at a so called democratic system which is basically running on a system of bribes and corruption.
I hope one day this is not the case, but bribes do seem to be the law of the land in police situations.
