VRO took money even for giving death certificate also

It was very sad that some officers are such worst. They are ready to make money on dead bodies also.
One of my friends dad expired recently, my friend is still continuing his studies.
His father was having LIC policy and now inorder to get issurance money from LIC, they asked for death certificate.

But the VRO of my village asked for 20K, finally my village president settled down to 10k, What a service.

My friend was not having any other way, he needs to continue his studies, so he has paid as the situation demanded.
