Was asked Rs. 500 in Sivagiri police station for passport verification

I had applied for the passport and the passport verification documents had come to the Sivagiri police station. I got a call from the police station and was asked to report to the police station for verification process. I was asked to bring my ration card along with other identification cards (school id, college id). I took all the documents to the police station and they were satisfied with the documentation proofs. But then the policeman asked Rs.500 towards the "paper" charges. I told him that I never heard of such charges and I would expect a receipt if I pay the money. He said like he can't give receipt and I refused to pay. Then he gave me a huge list of stationaries and asked me to buy it from a nearby stationary store. I refused to do that as well and my file was put "on hold" for a week.

In the mean time, they called at my home couple of times that I will have to "complete" the verification process in a weeks time otherwise they will send the file back to the SP office and eventually I will not be able to get the passport. I had no option other than to budge and shamefully paid Rs.500 to get the passport verification process completed.

There are fixed minimal rates for everything in Sivagiri police station. I heard from couple of friends who applied for their passports recently that the current going rate for passport verification is Rs. 750.
