Why are there no rules for builders and the government officers who pass the plan of the building

Dear Sir
Our builder took around 1 lakh from each and every flat dweller in the name of maintenance. No matter how much we pester him to complete the construction of the building, he will shoo us away and boast about his contacts if we try to go the legal way. The building has illegal penthouse construction and no facilities have been provided as mentioned in the agreement. No money refunds and no maintenance work is done and it is really depressing that to make a government officer look into the issue you need to pay him. Why are there no rules for builder? Why should a govt officer ask for money to dispose off his duties?Why is the response time so slow? Isnt is shameful for such officials to hold position in govt office just to siphon off money at the name of public servant?
