Why should I pay for installing a land line connection that I have already paid for enough?

There was no way the executive would leave my place. In fact, I was told that I could ask anyone in my locality - they knew his price for installing a connection. WHY? Why should I pay a bribe, whether of 200 or 10 Rs/- - I was polite, offered them juice / water and a snack on a sunny afternoon - but I felt pathetic at the attitude with which things are done.
