I have to Pay a Bribe to Get Degree Certified Signed by the Tuticorin Medical College Dean.It was not to do any forgery but just to get the signature for my own Hard earned Degree. Otherwise I would'nt get the signature.Iam not the only one , any body who wants a signature how many ever times, they have to pay it everytime regardless.
