Wrong Address

I had to pay because my passport had the address Shanti Nagar CHS whereas my actual address was 'supposed' to be Shanti CHS. I was told that Shanti Nagar is the name of a nearby chawl and if this had to be corrected then I had to pay up or else i should go and fill the form again. I had to pay up since it was urgent for me plus i was pretty nervous since I was just 18 back then and it was my 1st visit to a police station alone. Worst part is my new passport has the same address again!
