One of the points that has now come out of the Parliamentary Committee discussion is the exclusion of Group C government employees from the ambit of the Lokpal. This is clear evidence of politicians being insincere about eliminating corruption but perhaps Lokpal as a concept and as an organization must focus on achieving its goals…
