The Lokpal's last gasp

Anna Hazare had launched the anti-corruption crusade that aimed at eradicating the folklore of corruption in India. But unless all the pre-requisites to make governance democratic, transparent, accountable and people centric are firmly in place, will the Lokpal Bill be successful in its efforts to eliminate corruption?
