Too many Hollow Promises

The need of the hour is for an ombudsman, who would enjoy the confidence of both the people and the governing body; but if the government draft of the Lokpal does not cover junior officers in villages and towns, or the judiciary, or the Prime Minister and all the power is still vested with the CBI which remains directly under the control of the government, is an impartial Lokpal bill only a distant dream for India?
