Will the anti-graft gun really tame Maoists?

Is an effective anti-corruption drive the solution to counter the menace of Maoist insurgency? Corruption has been a huge factor in stagnating development and relegating the backward states to the under-developed sphere. Would the implementation of a strong anti-graft programme and policy improve the development statistics in such regions?
