Bribe for degree

I met the concerned govt employee at CCS univ. He started delaying things. I had to return to delhi. Then after 3-4 hours i got angry on him for the concerned degree. He told me to met a person on the ground floor. That person told me to give rs 100 then only i will get degree otherwise i should return today. Then coming back to meerut from delhi ?...i paid bribe.
