Bribe for getting my MTech degree certificate from Kerala university office

I had to pay bribe to the clerk in MTech section of Kerala University office to get my MTech Degree certificate in August 2002. The clerk was not willing to give it saying that I should bring all my hall tickets. He also treated me very badly.
