Bribe paid for the fault of others

My passport file was sent to wrong police station. It was lying there for more than a month and whenever i inquired they will tell me that "it is in process". There behaviour was never polite. I went to then head office and after lot of pain came to know that it is send to wrong police station. i was in college at that time. i went to police station they found my file but police incharge ask for some money so as to send it to other police station. Then i helplessly gave him the amount. Again after 15 days when i went to the desired police station then thay also asked for the money. After giving bribe twice i was able to get my passport.
