Bribe for police verification of passport

When I submit all my documents to that verification inspector, he verified it and said everything is fine. Then he demanded 800/-. I asked him why should I give, he said it's mandatory.He further said if you want passport give the money...he convinced and negotiated and took 700/- from me.
