Car parked near the bus stop

I had parked the car outside DY patil medical college as all other vehicles were parked and no where in the vicinity of bus stop. The bus stop was almost 12 to 15 mtrs from my parking spot. When I returned from clinic I found my car wheel was locked. I went to the local police station Turbhe and asked for the dealing person. I was informed constabe on patrol Kadam looks into these matters. I called the traffic constable Kadam. When I returned to the spot at about 1130 I met him, I asked the reason he said its near the bus stop and asked me a Rs 300. When I said its too much and I dont have that much in my pocket he asked how much you have I told 200, and he said give that much and unlocked my car wheel. He didnt give me any receipt of the fine and didnt tell me how much is the fine amount for violating parking rules. He had noted down my details on a rough copy, may be a collection note book.
