Charged money for letting of Vehicle from Pune railway station

Hi, I had booked a two wheeler to be transported from outstation to Pune.When it arrived in Pune railway station,I paid correct dues to the godown offcier and took charge of the vehicle.Before exiting the station gate,one has to submit a copy of the "Release slip" to the police ( not sure if he is from Vehicle departmnet or railway police).I gave th epolice stationed at the gate,the slip.He got his deputy to check the petrol in the two wheeler.There was some residue of petrol and I was told this even is not allowed.Agreed that if one goes by rule ,may be this against the rules.But I am not sure if this has to be enforced at such later point.I was told that I will have to pay fine in court or pay the bribe . I was told,if i choose the court ,I would have to pay that on next day and the vehicle will stay outside in open near the gate. Instead I was asked that I could get out by paying bribe and ensure safety of the vehicle. The person incharge there proudly asked for the bribe,which i paid. Further,I also saw same thing happen with the person behind me. This seems a pretty big racket !!
