Compelled to pay bribe.

I was riding bike and mistakenly attended call on my mobile..the traffic police cought me and negotiated with me over how muchi have to pay...the point i want to make is that you would be surprised to know that using mobile whle driving is fined with Rs1000/ which is quite exhorbitant for a student. Indirectly we are compelled to pay bribe as we cannot afford to pay such huge fine for such petty things.
