Demand Bribe for issuing Degree

I need my Graduation Degree for my job purpose so I did all formality and went to the regarding degree office when I presented all my documents the clerk said that your papers has been verified now you have to come tommorow while the rule says that provisional degree should be issued within one working day. After some moments he demanded bribe of Rs. 500 for performing his job. This shameful and usual scene is from Agra College ,Agra.
