Did I cause Traffic Jam?

At Traffic red light my car stops suddenly and i was unable to start my car.The Traffic Inspector helped me to start the car and ask me to stop after crossing red light.Then he asked me to pay 500Rs as a fine for causing Traffic Jam and took away my license and car papers.and i had to pay Rs 300 to get back all papers.
