I have been driving for 25 years. But with transferable service I have had to obtain licence from various centres. My last licence expired before I could renew. In nay case I was out of my previous posting to get a licence there. With Delhi as my permanent residence I thought of taking my licence here. I was advised to go for a new licence as I did not have a valid and it was also not issued at Delhi. So I obtained a Learner's licence. I had to do this through a tout as I had to go for my posting once again and could not go through the process of licensing without wasting my leave. But when I went to this RTO's office I was stunned that even today in an atmosphere of transparency being built up everywhere slowly how complicated it is to get a licence. No 1 the building is in a DDA complex which is meant more for shopping than an office. You have one counter for submitting application on the ground floor, the photo section on the second floor, the medical examiner on the Ist floor, driving test somewhere outside and a web of rooms through which papers move and need to be tracked to make sure you complete all formalities and get your licence. And the added inconvenience of not being given the licence but sent to you by speedpost. Thank God I chose the tout route. Had I chosen to get things done by myself I would have never got my licence. We need this office to shift to some place where all counters are visible and procedure from stage to stage is made transparent through brochures, videos and guidance officials. That is if one wants to make th experience easy to obtain licence rather than make it complicated and permit touts to thrive. Touts obviously are paying off RTO officials to let this sort of a system remain.
