I am the owner of a Goods vehicle (Three wheeler Rikshaw)It is called CHKDA here.I have to pay Rs.300 every month to the department which is collected by a police personnel.In a small town of mine here with twentyfive thousan population,there are about 400 Rikshaws and almost all of us pay the HAPTA regularly.This is a common practice for years.RTO officials,Police personnels,Local MLA and Mp all these rascals
share the booty.Can anybody make a thorough enquiry in to this
daylight loot.
