You will not get clearance unless you pay bribe (money) to a police verification officer, who visit your residence address and tell to ********** you outside his office.
I know without bribe i'll be like a pending file, in India you have to prove your existence even if you are having passport, voter id card issued by Govt. of India (which in itself is the biggest joke).
movement like ********** hazare etc. will never bring change to this country, a police office is the one common man who can make you feel nowhere. what more we can do besides offering bribe.
