The Illegal Second Computer

I am a student pursuing my Master's in the US. I came home for a vacation and brought 2 laptops. I paid a bribe to avoid customs duty.
I was led to believe that carryign 2 laptops was allowed. It was an error on my part to not have confirmed it. At the airport, there was a board which said that only 1 computer is allowed. I am still not sure of the rules.
