International Driving Permit - Bribe Rs.3500

I have to pay Rs.3500 to get an international driving license. I have to go thru a driving school to get it. Due to time crunch, I have to do it. I feel very ashamed of it. I was not treated well either. This is at Tirupur-North RTO Office.
