Just slip in the envelope

I visited the police station in Udupi for a passport verification. At that time i was told that everything is alright. The next day a person helping me with the passport said that you forgot to give in the envelope. He said that if I didn't give an envelope with money to him so that he could give it to the police officer my address won't be verified. since I needed the passport soon I had to oblige. I do regret, but I had no other choice.
