No Inssurance vechile - Police man extorts Rs 250/- + no chalan or slip

As mentioned above I was driving the vehicle without insurance , when halted by the policeman I was unaware of the fact that vehicle had no insurance. As soon as I stopped my bike(hero honda Glamour) the cop snatched away my kets and asked to me pay 1000/-, to which I stood vivified. When I argue that the actual fine is much lesser than that he gets abusive and finallyI pay the cop 250/- and when I ask for a chalan for some written slip to which he replies to that and I quote 'That would be 300/- extra".
