Paid bribe for following the traffic rules and stopping when other ran away.

Yesterday, at deeptishri nagar square at madinaguda, Hyderabad one of the traffic hawaldars stopped me by holding my bike from behind. He tried stopping others as well by blowing his whistle but "fortunately" they didn't pay much attention and ran away abusing this traffic policeman(later i realized that even i should have done the same). I was not even aware about why he stopped me. I didn't violate any traffic rules. Anyways, soon after i stopped he asked me to park my bike on one corner of the road and asked me for all the papers. My bike is Maharashtra registered and i do have NOC from Maharashtra RTO. He asked me for Tax receipt. After i told him that i am not carrying tax receipt he started threatening me that he will have to take my bike to police station as i have not paid the road tax in Hyderabad. I am not aware if this really is the rule that even if you have NOC, you need to pay road tax (i mean i am not planning to stay here for more than 6months). After a lot of arguments, he came to his point which of course is bribe. Initially, he started with Rs. 500 but when i said that in that case lets go to police station and i will pay whatever is official, he later came down to Rs.100 after lot of negotiation. I was ready to leave my license with him rather than paying bribe, but then he was not ready to accept it. I didn't have any traffic police complaint center number as well, so that i could have asked for their help. After i paid this amount, i waited their for almost 30mins (out of my frustration to pay bribe for no reasons). In those 30mins, he stopped almost 3-4 bikers and took bribe from each of them. I guess everyone of them must have paid at least Rs.100. In this way, if i calculate, even if they are on duty for 9hrs a day and stop 10 bikers every hr, they stop 10*9=90 bikers. So the amount they collect daily is 90*Rs.100/person = 9000, which is at least 10 times more than what an avg. engineer earns daily. I am really frustrated looking at this system. I took couple of pics as well while he was taking bribe from others on my cell. I'm planning to send it couple of newspapers. Lets see if they can bring out this issue in public and try minimize such incidents.
