Paid fine but did not get receipt from Police station (a kind of bribe)

I don't remember the exact ********** but i guess it was 2008.
My 2 wheeler was lifted from No-Parking (later i was told that the place is no parking as there was no such marking left on the road). I went police station to collect my vehicle, i was told to pay fine of Rs 150, which I paid. After paying the amount i was told that PI is gone out for lunch and you will have to wait for the receipt. I waited for about an hour but he didn't turn up (if at all he had gone out). Finally the Hawaldar told me that i can not gurantee when he will be back, I can't help. I had no other option but to leave with out receipt.
So this is as good as giving bribe (which went to COP's pocket)
