Paid to get a police clearance certificate

I needed to get a police clearance certificate to apply for visa. I was going abroad to pursue PhD. I had to pay Rs 1000/- in various police stations/offices to get a certificate which certifies that i dont have any crime history (I really didnt have any criminal record). After taking the bribe they took almost 1 month to get me the certificate.
