Once we have permanent DL, and all required documents, there is nothing which should stop us from getting international DL.
But the RTO has made a convenient rule(for them) by which we can apply for intl DL only after we get visa/tickets. So anyways we will have very less time and we would want it in a day for which they will ask 2000 bucks.
