For police verification regarding a goverment job

The police man came for verification as required for a goverment job my brother had got through. My parents offered him 500 rs. He hesitated at first but later took it.
My parents did not want to do it but our neighbour advised it for this, he himself is in police. He said that even if you wont pay he wont harm you but if you do he will do your work faster.
