Police Verification_Paasport

I went to the police station for paasport verfication and the polica personnel(Writer in Town police station) asked me to pay Rs 400/- to pass my file.
Yet he is taking too much time,because i gave very less amount according to him. I don't know when all this non-sense stop. And move forward for bribeless India...
