Railway Police asks for Bribe

I have trnsferred my motor cycle from my native to Bangalore through train. The final verifying cop at Store Room section of Bangalore City Railway Station asks me for Rs-50.00 to allow me to go outside the premises. You didn't even think that the Cop was drunked. I didn't argue with him, why because he was drunked. Eventhough I have all proper documents with me he asked for bribe.
