Stopped for no reason

It was on my bike going to a temple as it was my birthday and i got call while i was riding the bike. I stopped on road side and finished call and started my journey again. All of a sudden a traffic police came and took my bike keys. He stated that i was talking while i was riding. Even after explain ing that i stopped at road side and finished the call, he was forcing me to pay fine 500/- or take bike to station. With no reason to get rid of this situation...i paid 50 bucks
