My gas cylinder was stolen. I reported to Kushaiguda P.S. They said they cannot register an FIR due to petty theft and it will create a nuisance for them by their superiors whom they have to update regularly. They briefed me with the process of availing the Police Service through eseva which is very convenient and citizen friendly. I followed the entire process diligently and payed Rs. 300 to eseva and Rs. 150 for the legal affidavit to a lawyer. The constable requested me to pay Rs. 500 as mamool for processing my application of issuing a report for duplicate cylinder from Gas agencies. I tried to negotiate but he politely said he has to share it with the receptionist. I promptly paid him but later I felt guilty and I was also admonished by my parents- "where is the question of paying the bribe to Police when they have not caught the thieves or restored the stolen property. They have merely verified our case was genuine". Again we have to pay Rs. 1500 for the duplicate cylinder to the gas agency.
Later I thought how many gas cylinders are being stolen by the petty thieves and again being sold back to us through brokers and unscrupulous employees of some gas agencies.
Even local police may be involved here as they refuse to investigate the case and never raid the suspected elements even after so many thefts are being reported. They have learnt to an easy and risk-free way of life where petty thieves keep them in business.
