No salary for 10 months

I am an Associate Professor in a college.I was to retire on 1st Oct 2011.The Govt.issued a GR in March 2011 extending the age of retirement of college teachers from 60 to62 (with a few conditions).Two of my colleagues were granted extension according to the GR in April and August 2011.So as per rules I applied for extension in August 2011.I fulfilled all the conditions laid down in the GR .My college forwarded my apllication and a meeting was held in the Joint Director's office,at Jalgaon on 22nd August.The Principal of my college and the Registrar of the University( being a members) were present along with other members.As I fulfilled all conditions the principal informed me orally that my proposal was sent up to the Director's office.There was further no official correspondence. As two of my colleagues had recieved letters later and in the academic interest of the students I continued my work as Asso.Prof Head of Dept. and Vice-Principal.(I have Proofs like Biometric thumb impressions ,signs on marksheets ,adm work, students attendance sheets etc )The Govt.again issued a GR in Nov.2011 changing the nature of the committee and some conditions (which also I fulfilled).This time the University called applications for extension in Feb2012 and held meetings in May 2012 and sent up applications to the Director Higher Education and the Govt of Mah.and my extension was approved fromOctober 2011 to Sept 2013 .As I recieved the letter on 23rd July 2012 I am getting my regular salary from August 2012 (paid in Sept .2012).I tried to inquire for my salary due from Oct 2011 to July 2012 ( TEN MONTHS ) I have recieved neither salary nor pension, Unfortunately I am not able to get any satisfactory answer. I want proper advice ,suggestions as to what should be done so that I can get my salary in time without paying any bribes.Should I spend my time in doing my work or run to offices to get my salary.
I am a widow (with no male child ),with no other financial support .I have spent my money on my two daughtters education,at the verge of my retirement I need money tosupport my self and live with dignity.The Govt that talks about protecting the female child denies right to hard earned income.When a well educated woman has to struggle for her dues how do we talk of equality of sexes.Is this not creating opportunities for bribes?
