Asked for bribe as service charge for Marriage Certificate

Was not directly asked for a bribe as such as i went to get my marriage certificate done from Domlur BDA complex Marriage registrar. All the work was done very smoothly once we produced all the required documents, there was a person who took care of all the stuff, dont know if he was an employee there or agent. He did all the requirements of helping in filling forms to all the paperwork, at the end got our certificate done in 2 hours (very fast for a govt. place) but at the end did ask for his service charges and others, the actuall price was some Rs.160 for which a recipt was given and Rs500 was asked as registration charges (no recipt was given for this so adding this as a bribe amount). The rest amount was asked upon by him very politely though as his and others service charges, which i did negotiate and did not mind much as he did all the work end to end.
