Bribe for delaying card

My brother and mom visited the rationing office for procuring our new ration card by submitting the old ration as well as supporting documents. The officer in charge indirectly indicated to my brother that this work could be done immediately for a little bribe. My brother politely refused saying we were in no hurry. A couple of weeks later when my mom went to collect the ration card, after standing in the queue, she was told that the person incharge of my area was not available and she would have to come some other time. The clerk outside incharge of form assistance, offered to get the work done for my mom for a sum. My mum in her helplessless caused by age and anguish to visit the office once again, willingly offered the sum to get over with this ordeal. The clerk moved swiftly and we received our ration card immediately. But I quite understand her plight and the plight of lakhs of citizens who give bribes to avoid a deliberate ordeal and other lakhs who cannot afford to pay bribes. Lack of strong processes and penal action for graft is the root cause of this menace.
