Had to pay bribe to the registrar for getting my marriage certificate

After completing all procedures to get my marriage certificate, the Registrar, called my husband to his desk and threatened subtly to pay a bribe or he will make sure we keep shuttling to the Registrar office to get our certificate signed and stamped! Pathetic! My husband had no option but to pay him. There was an e-mail ID pasted on the notice board to report bribes to which I sent a mail but it was of no use!
